Two major Finnish technology firms have announced a joint venture to create independent, encrypted satellite communication networks designed specifically for government and military use. ICEYE, a Helsinki-based developer of radar satellites and space intelligence systems, is teaming with Nokia, the telecommunications infrastructure giant, to build low Earth orbit (LEO) systems that allow nations to operate their own communications without reliance on commercial providers. The offering will merge ICEYE's capabilities in sovereign satellite operations and synthetic aperture radar (SAR) technology alongside Nokia's expertise in secure network architecture, delivering rapid, low-delay connectivity for military operations, border control, crisis response and disaster management. The integrated solution encompasses orbiting platforms, terrestrial infrastructure and hardened field equipment, granting governments full ownership and command of their communications networks. The first operational satellites are scheduled to reach orbit in 2028.
Why Sovereign Satellite Networks Matter
When ground-based infrastructure fails or comes under attack, military units, emergency responders and government agencies face potential loss of the systems they rely on for coordination and intelligence. Nations therefore require communications systems with proven resilience that remain functional under extreme circumstances, and that remain under their direct control rather than subject to external commercial agreements.
System Design and Capabilities
The jointly engineered sovereign platforms will supply focused, high-capacity, rapid-response coverage across designated operational zones. Rather than serving as replacements for existing defence and civilian networks, these systems are engineered to work alongside them, adding coverage, dependability and bandwidth. This approach enables governments and defence bodies to sustain mission-critical links across any theatre of operation.
About the Partners
ICEYE
ICEYE operates as a Finnish developer focused on radar satellite systems and orbital intelligence gathering. The company maintains an active fleet of SAR satellites capable of observing Earth surface changes regardless of weather or daylight. Its customer base spans defence and intelligence agencies, environmental monitoring programmes, insurance firms and emergency management organisations, alongside governments pursuing independent satellite infrastructure.
Nokia
Nokia functions as a Finnish provider of telecommunications and network infrastructure serving fixed networks, mobile systems, internet protocol and optical routing, backbone networks and server facilities. The company's offerings span connectivity platforms, encrypted network systems and infrastructure supporting machine learning applications. Its clients include telecom carriers, corporate clients, state agencies and organisations across multiple sectors requiring communications backbone solutions.
Leadership Perspectives
Together with Nokia, we are building on our proven space intelligence expertise and delivering sovereign, high-performance satellite communications. Nations must be able to fully own and control their communications, without dependency on a foreign commercial operator's terms of service. We delivered Poland its own radar satellite system in under a year. Partnering with Nokia lets us move at a similar speed for satellite communications, on the timelines nations need.
Rafal Modrzewski, CEO and Co-founder of ICEYE
Sovereign operations depend on the ability to sense, decide and act in real time. Physical AI makes that possible, but only with secure, resilient connectivity across land, sea, air and space. By bringing together Nokia's trusted networks with ICEYE's proven sovereign space capabilities, we will deliver a satellite communications capability—complementing existing terrestrial networks, and giving nations the situational awareness, connectivity, and control they need to operate with confidence in contested environments across all domains.
Justin Hotard, President and CEO of Nokia
Strategic Combination
The collaboration unites ICEYE's demonstrated success in executing sovereign space missions with Nokia's deep background in secure network systems and expanding military sector engagement. The partnership will engineer a complete ecosystem comprising orbital assets, ground-based facilities and ruggedised user devices, extending ICEYE's existing model of delivering sovereign intelligence from orbit into the satellite communications domain.
