The FSE Group has unveiled the Future London Growth Fund, a debt financing vehicle aimed at enabling ambitious scaling businesses throughout London's 32 boroughs and the City of London. The initiative receives backing from cornerstone investors including the British Business Bank and Funding London, the investment arm of the Mayor of London, which has committed capital through its investment entity GLIF Limited as part of the Mayor's London Growth Plan.
The vehicle is structured to deliver lending exceeding £70 million and will focus on founders and enterprises that traditional finance institutions have overlooked or underserved. Loan sizes will range from £1 million to £3 million, positioning the fund between conventional bank lending and larger venture debt offerings. The fund targets companies demonstrating strong commercial momentum and credible expansion strategies.
Despite London's status as a global financial hub, numerous smaller enterprises across the city encounter significant obstacles in securing growth capital. Research from the British Business Bank reveals that entrepreneurs in economically disadvantaged urban areas encounter heightened financing barriers and business obstacles, even when positioned near established investment networks. The research identified London as the most challenging UK location for entrepreneurship, with only 71 per cent of business owners reporting profitability compared to the national average of 84 per cent.
FSE has a track record managing London-focused debt instruments, having overseen the £66 million debt component of Funding London's Greater London Investment Fund since 2019. The firm also administers portions of the British Business Bank's South West Investment Fund, Investment Fund for Scotland, and Midlands Engine Investment Fund, and recently took on management responsibilities for the South East Investment Fund (Debt).
London is the best city in the world to start and grow a business, but too often many are overlooked by traditional finance providers. Delivering millions of pounds of support, the Fund will enable businesses to innovate and expand, bringing lasting economic impact as we continue to build a better, more prosperous London for everyone.

Providing flexible, relationship-led capital gives ambitious management teams the freedom to innovate and create high-quality jobs. The Future London Growth Fund is a direct continuation of that ethos, providing the tailored support scaleups need to execute their next phase of expansion.

Adam Kelly, Managing Director of Debt and Regional Funds at the British Business Bank, emphasised that the assumption of universal finance access in London does not reflect the lived experience of many ambitious entrepreneurs. He noted that smaller enterprises in underserved neighbourhoods or lacking established investor connections frequently encounter difficulties obtaining the growth capital necessary for scaling.
Our £20 million cornerstone commitment to the Future London Growth Fund will help address that gap, increasing the availability of finance for businesses with strong growth potential and supporting economic opportunity across London's diverse communities.
