Helsinki-based AI startup Agion and Stockholm's SIROS Foundation have announced a strategic collaboration aimed at developing systems to authenticate AI agents' identities and validate their authority within organisations. Agion, established in 2025, builds Agion OS, a platform for deploying and managing AI agents across business operations. SIROS, a nonprofit founded in February 2025, creates open-source digital identity and wallet infrastructure. Their joint effort will concentrate on linking verifiable identity credentials with delegated authority and organisational governance frameworks.
About Agion
Agion operates as a Helsinki-based AI company launched in 2025. The firm's core offering, Agion OS, delivers the technical foundation for constructing, launching and supervising AI agents and AI-powered workflows inside organisations. The platform incorporates governance mechanisms, permission controls and activity logs, built to function on infrastructure managed by clients themselves. Beyond its software, Agion offers consulting services in AI workflow design, agent deployment and organisational transformation. The company targets public sector bodies and enterprises in banking, telecom and healthcare sectors. Janne Pulkkinen, the company's CEO and co-founder, previously directed AI initiatives at Kela, Finland's Social Insurance Institution.
Several of us at Agion have worked in the digital identity space before. AI agents bring a new dimension to familiar questions: who is acting on whose behalf, what authority do they have, and how can that be verified? Together with SIROS, we want to connect verifiable identity and delegation with organisational governance, so organisations can give agents more autonomy without giving up control over their decisions and knowledge. AI should compound your advantage, not your dependency.

About SIROS Foundation
SIROS Foundation is a Stockholm-based nonprofit organisation that began operations in February 2025 with a mission to develop open-source digital identity infrastructure aligned with international standards. The foundation was established by Stina Ehrensvärd, who previously co-founded Yubico. SIROS concentrates on building digital identity systems, secure wallets and mechanisms for confidential data exchange, with emphasis on user privacy, security and cross-platform compatibility. The organisation emerged from a multinational initiative involving the Greek Universities Network (GUnet), the Swedish University Computer Network (Sunet) and Yubico, which included creating the open-source wwWallet initiative for European digital identity trials. SIROS's efforts complement the broader European Digital Identity framework and receive backing through community donations and European Commission funding.
We're pleased to start this collaboration with Agion. As AI agents take on more tasks for organisations, questions of identity and delegation become increasingly important, and we look forward to working on them together.
Leif Johansson, Executive Director, SIROS Foundation
The collaboration's focus
The partnership will begin by examining how identity infrastructure can enable organisations to confirm not just which AI agent is executing a task, but also which entity it represents and whether authorisation exists for that action. As organisations roll out AI agents to handle routine business functions, ensuring proper authorisation and maintaining accountability grow increasingly critical. Consider a scenario where an AI agent submits a purchase order to a vendor—the agent must be able to prove it acts for a specific organisation and possesses clearance to approve transactions within defined spending thresholds.
Agion and SIROS plan to study methods for confirming these permissions and putting them into practice while keeping AI agents aligned with organisational rules and procedures. The investigation will also look into how logs of agent operations can strengthen monitoring and responsibility.
Three research areas
The initial phase of work will span three distinct domains:
- Verifiable identity and delegation—investigating techniques to establish distinct identities for AI agents and independently confirm the permissions organisations have granted them
- Governed autonomous execution—linking delegated permissions to organisational aims, internal rules and safeguards that apply while AI agents carry out their functions
- Open interoperability—examining how SIROS's open-source identity tools can integrate with Agion OS through widely adopted standards, avoiding vendor lock-in for participating organisations
The partnership seeks to bring identity verification and organisational governance into closer alignment, tackling distinct challenges that surface when AI agents receive expanded responsibility in business settings.
